Although it is not part of the European Union, Kosovo can already participate in certain European funding programs, thereby opening up a growing number of opportunities for Kosovar stakeholders. Within this framework, they can collaborate with French partners on innovative and ambitious projects. Education, culture, digitalization, or academic cooperation… Nine programs are available. ERASMUS+
The Erasmus+ program supports education, vocational training, youth, and sports across Europe. In Kosovo, it is coordinated by a dedicated office and team.
In 2022, France was among the top five preferred destinations for Kosovars participating in Erasmus+ mobility. Today, around fifteen Erasmus+ mobility agreements exist between French and Kosovar universities.

HORIZON EUROPE
The Horizon Europe program is the largest European funding program dedicated to research and innovation. Universities and research institutions in Kosovo are embracing it to foster cooperation and innovation on a European scale.

CREATIVE EUROPE
The Creative Europe program is dedicated to the cultural, creative, and audiovisual sectors. In Kosovo, this program has been active for several years, strengthening European cooperation in the cultural sector.
Note: Only the Culture strand is open to Kosovars. Regarding the Cross-Sectoral strand, only the Ministry of Culture can be part of a consortium. The Media strand is not open to Kosovar applications.

CERV (CITIZENS, EQUALITY, RIGHTS AND VALUES)
The CERV program aims to bring the European Union closer to its citizens and combat all forms of discrimination. It is divided into four strands: Union Values, Equality, Rights, and Gender Equality, Citizens’ Engagement and Participation, and DAPHNE.
Note: The “Union Values” strand is not open to Kosovar applications.
