Kosovo students can benefit from various scholarship programs to study at a higher education institution in France.

2026 Call for Applications - Young Cell Scheme

The European Union Office in Kosovo and the Office of the Prime Minister of Kosovo announce the opening of the 16th Round of applications to the Young Cell Scheme.

Implemented by Aristotle University of Thessaloniki (Greece) and the Institut National du Service Public (France), the programme will award 37 full scholarships to Kosovar citizens under the age of 35 who wish to pursue a Master’s degree at a university in the EU. The fields concerned are: economics, law, digital studies, engineering, European integration, and public policy.

Applications are open from Monday, 9 February 2026, to Friday, 13 March 2026, at 5:00 p.m.

Excellence Scholarships

The French government offers scholarships for top foreign students who wish to pursue university studies in France at the Master’s and Doctoral levels.

The scholarships allocated by the French Government at the Master’s level consist of a monthly allowance aimed at covering housing and daily expenses throughout the entire academic year.

The scholarships allocated by the French Government at the Doctoral level consist of a fixed monthly allowance, granted for 6 months per year, for a maximum period of 3 years.

These monthly allowances are supplemented by additional benefits for Master’s and Doctoral scholarship recipients:

  • Coverage of health insurance expenses.
  • Coverage of round-trip transportation to and from France.
  • The possibility of access to housing in university residences, subject to availability.
  • Reception and support during the study stay by Campus France.

To be eligible for this scholarship, it is essential to be a citizen of Kosovo and to submit a copy of your identity document, proof of pre-registration at a French higher education institution, as well as a motivation letter, a CV, and a copy of your most recent diploma with a transcript of grades.

Applications that demonstrate a B1/B2 level of French or show interest in learning French are given priority.

Eiffel Scholarships

Eiffel Scholarships are designed by the Ministry for Europe and Foreign Affairs to enable French higher education institutions to attract the best foreign students to degree programs at the Master’s and Doctoral levels.

This type of scholarship enables the preparation of future foreign decision-makers, in both the private and public sectors, in priority fields of study, and encourages applications from foreign students up to the age of 25 for the Master’s level and up to 30 for the Doctoral level.

The Young Cell Scheme Program

The Young Cell Scheme is a scholarship programme launched in 2004 by the EU Office in Kosovo and the Office of the Prime Minister of Kosovo. It offers Kosovar citizens under the age of 35 the opportunity to pursue a Master’s degree at an EU university.

Implemented by Aristotle University of Thessaloniki (Greece) and the Institut National du Service Public (France), the programme targets undergraduates from fields that are strategic for the development of Kosovo. Eligible disciplines are defined in each application cycle in line with institutional priorities.

In return, beneficiaries commit to undertaking a preliminary internship in a Kosovar public administration (with limited exceptions), completing their studies, and working for three consecutive years in the civil service upon their return. The objective is to attract qualified professionals into the service of the state and to contribute sustainably to the modernization of Kosovo’s public administration, in line with European standards.

The selection procedure takes place in three stages: administrative pre-screening, written tests (English language, EU knowledge, and verbal and numerical reasoning), followed by an interview before an academic panel. The scholarships cover tuition fees, subsistence allowances, health insurance, travel costs, as well as language support if necessary.
