Kosovo students can benefit from various scholarship programs to study at a higher education institution in France.
Call for applications - French Government Scholarships
The Embassy of France in Kosovo announces the opening of its annual call for applications for scholarship grants intended for Kosovar students wishing to pursue a Master’s or PhD degree in France for the 2026/2027 academic year.
This program is implemented in partnership with the Kosovan Ministry of Education, Science and Technology under a co-financing agreement aimed at strengthening academic and scientific cooperation between France and Kosovo.
Applications are open to students from all academic fields, with particular attention given to candidates demonstrating academic excellence and strong motivation. Special attention will also be given to projects related to the following fields: digital, environmental sciences, energy, low-carbon mobility, food systems, information and communication technologies, as well as social sciences related to these topics. Applicants with a B1 or B2 level in French or who show a clear interest in learning the French language will be given priority.

Excellence Scholarships
In partnership with the Kosovan Ministry of Education, Science and Technology, the Embassy of France in Kosovo offers scholarships for top foreign students who wish to pursue university studies in France at the Master’s and Doctoral levels.
The French Government scholarships at the Master’s level consist of a monthly allowance aimed at covering housing and daily expenses throughout the entire academic year. The French Government scholarships at the Doctoral level consist of a fixed monthly allowance, granted for 6 months per year, for a maximum period of 3 years.
These monthly allowances are supplemented by additional benefits for Master’s and Doctoral scholarship recipients:
- Coverage of health insurance expenses.
- Coverage of round-trip transportation to and from France.
- The possibility of access to housing in university residences, subject to availability.
- Reception and support during the study stay by Campus France.
Applications demonstrating an interest in learning French or providing proof of a B1/B2 level in French will receive special consideration. To be eligible for this scholarship, applicants must be citizens of Kosovo and submit a copy of their ID, proof of pre-enrollment in a French higher education institution, as well as a motivation letter, a CV, and a copy of their most recent diploma along with transcripts.

Eiffel Scholarships
Eiffel Scholarships are designed by the Ministry for Europe and Foreign Affairs to enable French higher education institutions to attract the best foreign students to degree programs at the Master’s and Doctoral levels.
This type of scholarship enables the preparation of future foreign decision-makers, in both the private and public sectors, in priority fields of study, and encourages applications from foreign students up to the age of 25 for the Master’s level and up to 30 for the Doctoral level.

The Young Cell Scheme Program
The Young Cell Scheme is a scholarship programme launched in 2004 by the EU Office in Kosovo and the Office of the Prime Minister of Kosovo. It offers Kosovar citizens under the age of 35 the opportunity to pursue a Master’s degree at an EU university.
Implemented by Aristotle University of Thessaloniki (Greece) and the Institut National du Service Public (France), the programme targets undergraduates from fields that are strategic for the development of Kosovo. Eligible disciplines are defined in each application cycle in line with institutional priorities.
In return, beneficiaries commit to undertaking a preliminary internship in a Kosovar public administration (with limited exceptions), completing their studies, and working for three consecutive years in the civil service upon their return. The objective is to attract qualified professionals into the service of the state and to contribute sustainably to the modernization of Kosovo’s public administration, in line with European standards.
The selection procedure takes place in three stages: administrative pre-screening, written tests (English language, EU knowledge, and verbal and numerical reasoning), followed by an interview before an academic panel. The scholarships cover tuition fees, subsistence allowances, health insurance, travel costs, as well as language support if necessary.
